Temporary Residence in Croatia: Requirements and Application Options
Temporary residence in Croatia requires a qualifying purpose and the appropriate application. It is not a general permit to live and work under any conditions.
Employment, family reunification, study and digital-nomad residence have different requirements. Before collecting documents, check where you can apply, what work is permitted, whether family members can join you and how the status can be continued.
This guide focuses on third-country nationals: people who are not EU/EEA or Swiss citizens, unless a separate family or protected-status framework applies. Croatian citizens do not need a foreign-national residence permit to live in Croatia.
Which Croatian Residence Route Fits Your Plans?
Explain your citizenship, current location and reason for moving. An initial review can identify the options to investigate before you commit to document orders or travel arrangements.
Compare Temporary Residence Options
Start with your actual situation rather than choosing a permit because its name sounds convenient. This table identifies routes to investigate, not automatic eligibility.
| Your situation | Route to investigate | What needs checking |
|---|---|---|
| You have a Croatian employer. | A stay and work permit. | The job, employer requirements and applicable labour-market procedure or exemption. |
| You have a highly qualified employment offer. | An EU Blue Card. | Qualifications, the employment terms and the relevant salary requirement. |
| You work remotely for a foreign business. | Digital-nomad temporary stay. | The working arrangement, permitted clients, financial evidence and insurance. |
| You want to join a spouse, partner or parent. | Family reunification or the appropriate partnership/family framework. | The sponsor’s citizenship and status, the relationship and each family member’s eligibility. |
| You are enrolling in education or joining a research project. | Study, secondary education or research. | Acceptance or hosting evidence and the conditions of the specific category. |
| You have Croatian emigrant family connections but are not Croatian. | Immigration and return of the Croatian diaspora. | The statutory category and confirmation from the competent ministry. |
| You own Croatian property or plan to retire. | Other-purpose stay or another qualifying basis. | Purpose evidence, renewal limits, work restrictions and long-term plans. |
| You hold EU long-term resident status in another participating state. | The specific mobility/residence procedure. | The exact status held. An ordinary foreign residence card is not necessarily EU long-term resident status. |
Other statutory categories include posted workers and humanitarian grounds. They have specific conditions and should not be treated as general alternatives for anyone who cannot qualify under another route.
EU/EEA and Swiss Citizens Follow Different Rules
EU/EEA and Swiss citizens use a separate residence framework. For stays beyond three months, registration and evidence of the relevant basis are generally required. A qualifying non-EU family member may also fall under that framework.
Holding a permit from another European country is not the same as holding EU citizenship. Identify your nationality, the exact foreign status and your family circumstances before using a checklist.
Key Differences Between the Main Routes
Employment and Business Owners
Employment commonly involves a combined stay and work permit. The employer’s role, a labour market test, an HZZ opinion and any exemption depend on the application category.
Registering a company is not itself work authorization for its foreign owner or director. Review the proposed activity and immigration conditions separately. For highly qualified jobs, see our Croatian EU Blue Card guide.
Digital Nomads
The digital-nomad route is for qualifying third-country nationals working remotely for a foreign company or their own foreign business, without providing work or services to employers in Croatia.
Current MUP guidance allows up to 18 months, subject to the requirements. It is not an unrestricted Croatian work permit or an automatically renewable long-term status. Assess family timing and the rules for extension or a later application separately.
Family Reunification and Partners
A marriage certificate alone does not answer the residence question. Identify the sponsor’s citizenship and permit, then check whether the relationship and sponsorship conditions are met.
Some sponsor categories have restrictions or waiting requirements; family members’ work rights also differ. A family joining a Croatian citizen, an EU citizen or a non-EU worker should not assume identical procedures.
Croatian Diaspora Residence
The immigration-and-return category concerns qualifying foreign nationals with the specified emigrant or family connection, supported by confirmation from the ministry responsible for demography and immigration.
It is not a residence permit for someone who already holds Croatian citizenship. This category has specific exemptions at the application stage, so copying the ordinary financial and insurance checklist can be misleading.
Property Owners and Retirement
Property ownership can support an application for other-purpose temporary stay, but does not automatically confer residence or employment rights.
Renewal restrictions apply, with statutory exceptions including qualifying retired property owners over 60 and certain partners. Review those rules before planning uninterrupted residence; a house purchase is not a substitute for an immigration assessment.
For the acquisition procedure, see our guide to buying property in Croatia as a foreigner.
Documents for a Croatian Temporary Residence Permit
The final checklist depends on your category, nationality and whether this is a first application or renewal. Core evidence commonly addresses:
- Identity: a valid passport and the required application details.
- Purpose: employment, family, education, research or other category-specific evidence.
- Financial support: the amount and form of evidence applicable to the route, unless exempt.
- Health insurance: the required coverage or applicable exemption.
- Criminal-record evidence: where required for a first application, with statutory exceptions.
- Accommodation and address: the evidence appropriate to the application and later registration.
Entry bans, relevant SIS alerts and public-order, security or public-health grounds also form part of the legal assessment.
Additional Health Documents for Visa-Required Applicants
The current residence rulebook requires visa-required third-country nationals applying for first temporary stay to provide Form 18a, the health and vaccination certificate, issued within the prescribed 90-day period. It also provides medical-examination evidence requirements for certain renewals during the first three years.
This is separate from proof of health insurance. Check the current form and instructions for your case rather than relying on an old generic checklist.
How Much Money Do You Need?
There is no single bank-balance figure covering every temporary-residence route. The category, household composition, acceptable evidence and any exemption matter. Digital-nomad financial requirements should not be applied to every other applicant.
For example, the diaspora-return provision expressly exempts qualifying applicants from submitting proof of means and insurance with that application. This does not remove the need to check any subsequent health-insurance obligations.
Apostilles and Croatian Translations
Foreign documents may need an apostille, another legalization procedure or no additional authentication under an applicable agreement. Confirm the accepted format and translation requirements before final preparation.
Review names, validity periods and missing information first. Authentication does not correct an error in the underlying document.
Check the Route Before Finalizing Your Documents
A complete-looking folder may still contain the wrong evidence for your permit. A review can identify missing records, exemptions and issues to resolve before legalization, translation and filing.
Where Do You Apply: Abroad or in Croatia?
The general route is through the competent Croatian embassy or consulate before entry. However, visa-exempt applicants can generally submit to the competent police administration or station in Croatia during lawful stay.
Visa-required applicants can file in Croatia only where an applicable exception permits it. Work permits and some other categories have their own submission arrangements. Do not assume that entering Croatia first creates a right to apply there.
Can You Stay While the Application Is Pending?
If you qualify for in-country filing and submit the temporary-stay application to the competent police authority before your short stay expires, the law provides for continued stay in Croatia until the decision becomes enforceable.
This is not a blanket rule for every late, inadmissible or employment-related application. The right to remain also does not automatically authorize work or travel and re-entry. Confirm your position before relying on a pending application.
How the Application Process Works
- Confirm the legal route and filing location. Include your nationality, current status, work plans and family circumstances.
- Prepare a case-specific document plan. Identify the right records and the point at which each is needed.
- Review and finalize the file. Address discrepancies, obtain required authentication and arrange accepted translations.
- Submit and retain evidence of filing. Keep the application, attachments, reference details and later correspondence.
- Respond to official requests. Address the actual issue raised and observe the applicable deadline.
- Complete post-approval steps. Check entry arrangements, address registration, biometrics and the residence-card procedure.
Where a D visa is required, follow the applicable consular procedure before travel. Residence approval, an entry visa, address registration and the residence card are connected steps—not interchangeable documents.
Permit Duration and Renewal
Many temporary-stay approvals follow a one-year framework, but exceptions apply. For example, digital-nomad stay can be granted for up to 18 months, while qualifying diaspora-return residence can be granted for up to two years. Employment and other categories have their own duration rules.
Validity is not processing time. A permit valid for a year does not mean the application takes a year to decide. Check the procedure’s legal deadlines and any outstanding evidence; do not rely on a universal approval estimate.
When Should You Apply to Renew?
The general temporary-stay renewal rule requires filing no later than 60 days before expiry. Particular permit types and procedures can have separate rules, and some categories restrict consecutive applications or extension.
Before renewal, reassess the continuing purpose, passport validity, financial or insurance evidence, address and any absences. If a deadline has already passed, obtain individual advice promptly rather than assuming your status can be regularized automatically.
What Residence Does—and Does Not—Allow
Work Rights Depend on Your Status
A stay and work permit authorizes the employment covered by the applicable rules. Some other residence categories permit work without a separate permit, but not all do. Do not accept a new job or change employers solely because your residence card is unexpired.
Healthcare Requires the Correct Insurance Arrangement
Residence approval is not proof that every healthcare cost is covered. HZZO enrollment, contributions, international coverage and statutory exceptions depend on your circumstances. Confirm the obligations after approval as well as the insurance evidence required when applying.
Schengen Visits Are Not EU Residence Rights
A valid Croatian residence permit together with a valid passport generally enables short visits to other Schengen countries for up to 90 days in any 180-day period, subject to entry conditions.
It does not automatically authorize moving to or working in another EU country. A pending Croatian application should not be treated as an issued residence permit for travel.
Does Temporary Residence Lead to Permanent Status?
Croatia distinguishes long-term residence from permanent stay. The general long-term route starts with five years of qualifying continuous residence, but it also has further conditions and rules on absences.
Not all temporary periods count equally. Study may count at half its duration if the statutory conditions are met, including the qualifying status held when applying. Ordinary other-purpose residence is generally excluded, with specified exceptions.
Permanent stay is available through specified categories rather than being an automatic upgrade from any temporary permit. Review the intended long-term route when selecting the first permit, not only after several years have passed.
How Professional Assistance Can Help
The most useful early review identifies the legal basis, the documents needed and the questions still unresolved. It should not simply repeat a generic checklist.
Through Croatian Immigration Lawyer, the agreed assistance can include eligibility assessment, instructions during collection, document review, Croatian-record coordination, translation arrangements, application preparation and authorized follow-up.

Frequently Asked Questions
Can I get residence just because I want to live in Croatia?
You need a qualifying purpose and the applicable evidence. Identify the relevant category rather than assume that savings, accommodation or a planned move alone guarantee approval.
Can I apply while visiting Croatia?
Often for visa-exempt nationals during lawful stay; visa-required applicants need an applicable exception. Confirm the filing route before relying on an appointment or remaining beyond your permitted stay.
Can my spouse or children apply with me?
That depends on your permit and the family category. Check sponsorship, timing and each person’s documents separately. A shared relocation plan does not mean one approval covers everyone.
Can a lawyer complete the entire process without me?
Preparation and authorized communication can be assisted, but identity checks, biometrics or other required attendance remain personal steps. Confirm the requirements of your procedure.
What costs should I plan for?
Separate applicable administrative and card charges, any visa fee, insurance, document retrieval, authentication, translations and professional fees. Request a written scope rather than assume a single quoted amount includes every expense or renewal.
Choose a Residence Route That Fits Your Life in Croatia
The right question is not only how to obtain the first permit. It is whether the status fits your work, family and longer-term plans.
Croatian Immigration Lawyer can help coordinate the assessment and preparation before you invest in documents for the wrong procedure.
In your enquiry, include your citizenship, current location, purpose of moving, any family members involved and the expiry date of an existing visa or permit.
Identify the route first. Build the document file around it.
Do not include passport numbers or full document scans in the initial contact form. Sending an enquiry does not extend a deadline or establish that representation has begun.
